Is the water rising?

When a quantity is changing slowly it is difficult to know whether it will continue to monotonically increase. This situation may raise questions as to when there is a problem and what should be done. Is the average level of the world's oceans rising? There is some evidence to support this contention. Is this situation a matter of concern that requires action, and what should that action be? These are vexing questions.
